All rented homes will have to meet minimum energy efficiency standards, Ed Miliband has pledged. In his speech at the Labour Party conference in September, the secretary of state for energy security and net zero announced that the government will consult by the end of this year on proposals for all rented homes to achieve Energy Performance Certificate C or equivalent by 2030.

We tend to assume that improving this stock will be prohibitively expensive and disruptive. Without attention, there is a risk that these sites will become stranded assets (buildings that the owners will no longer be allowed to sell or rent).
