A survey by specialist buy to let lender Landbay shows high levels of pessimism about landlords’ prospects in the private rental sector. The survey of landlords managing some 2,000 properties shows only 23% of landlords in southern England expressing a positive outlook for the future. That plummets further to just 17% in the Midlands and 13% in the north. Pessimism is more pronounced in the north, where 44% of landlords feel negative about their prospects.

A landlord who failed to meet licensing and safety regulations for his HMO in Basingstoke has been ordered to pay £2,710 after being found guilty for the second time. Mark Gibson, who was the manager and person in control of the property in Rooksdown, was prosecuted by Basingstoke and Deane council for four offences committed in November last year. He had previously been found guilty of similar offences in September last year.

Another lender has cut buy to let rates as competition hots up to win landlord clients. Kensington Mortgages has lowered rates by up to 155 basis points for landlord clients across its Core and Prime BTL ranges. Kensington’s Core rates now offer 70% LTV starting from 3.19% while its Prime rates offer 75% LTV starting from 4.39%. Both are available to individuals and limited companies and include identical pricing and fees.

The Welsh Government has rejected a proposal requiring landlords to provide two months’ rent as ‘compensation’ to tenants upon serving a Section 173 possession notice. The S173 is similar to an S21 in England. The proposal, which suggested that tenants could retain the last two months’ rent as compensation, raised significant concern within the sector – particularly that it could deter future investment into the buy to let and Build To Rent sectors.
