Oxfam is a confederation of 21 independent non-governmental organizations (NGOs) that originated in Britain. Established in 1942, Oxfam aims to combat global poverty and is overseen by Oxfam International. The organization started as the Oxford Committee for Famine Relief in Oxford, UK, during World War II to address hunger caused by the conflict and continued its efforts in the post-war period. By 1970, Oxfam had expanded internationally, setting up operations in countries like India, Australia, Denmark, and North America. Since 2005, Oxfam International has faced several controversies as it has grown, particularly regarding its work in Haiti and Chad. The organization has also been criticized for its management practices in the UK.

While some have blamed the deadlock solely on rising geopolitical tensions between powerful countries, such a focus is incomplete. Rather, a key reason for failures of international cooperation is extreme economic inequality. Today, the world’s richest 1% own more wealth than 95% of humanity.
