In November 2023, the Stimson Center led a delegation of four recently retired three- and four-star generals to Beijing, China, to meet with five Chinese counterparts for the 12th U.S.-China Military-to-Military Dialogue (previously known as the Sanya Initiative). Cohosted with the China Association for International Friendly Contact, the dialogue offered an opportunity to discuss critical issues of mutual concern and interest over three days.

On December 19, 2003, a Libyan Foreign Ministry official announced the dismantling of Libya’s weapons of mass destruction (WMD) program. “The Great Socialist Peoples’s Libyan Arab Jamahiriyah … believes that the arms race will neither serve its security nor the region’s security and contradicts [Libya’s] great concern for a world that enjoys peace and security,” the announcement said.

Today, with the industry’s revenue expected to reach one trillion dollars by the end of the decade, semiconductor technology is moving beyond Moore’s Law with new technological paradigms and different fields of application. Customization of chips is increasingly important, as are the roles of emerging technologies like AI to be incorporated into many aspects of the production process.

Debate over questions of polarity — that is to say, whether the world is entering a period of multipolarity, unipolarity, or bipolarity — have become increasingly intense among both international relations scholars and policymakers. The United States’ winning record during the Cold War has led many to assume that a new bipolar competition with China is emerging and offers the best opportunity for success. These assumptions, however, are questionable.
