(WASHINGTON) -- While final seat totals are still pending, Canadian broadcasters have called that Mark Carney led the Liberals to victory in Canada's election on Monday. It is still not clear whether the Liberals will form a minority or majority government. As of Tuesday morning, the Liberals had won or were leading in 168 out of 343 ridings. Pierre Poilievre’s Conservatives are set to remain in opposition, with 144 ridings so far. Parties need 172 seats to form a majority.
