The year’s delay just announced to the next Research Excellence Framework (REF) gives everyone in UK higher education time to help rethink the way the exercise assesses research. And that time is sorely needed. The 2029 REF proposes a 25 per cent weighting (up from 15 in the previous exercise) on “research culture and environment” – but that rather misses the point that 100 per cent of the REF creates the incentives that drive that culture.
