1 INTRODUCTION Flood early warning systems including communications with those at risk when flooding is forecast are regarded as crucial for reducing adverse impacts of flooding (Pappenberger et al., 2015; Penning-Rowsell et al., 2000). Over recent years, direct messaging has become an important means for such communications, with direct messaging our term for methods aimed at actively disseminating warning information quickly and at scale to many recipients simultaneously.
