    Three individuals charged in the deaths of Kansas mothers – Jilian Kelley, 39, and Veronica Butler, 27, are set to appear for a preliminary hearing at 9 a.m. Dec. 17 at the Texas County courthouse, according to court documents.     Woodward County Commissioners met Monday to review sealed six-month bids for chip seal/crack seal services, contract hauling and emulsion for road surfaces. However, two bids — one for chip seal and one for emulsion — were tabled due to inconsistencies in documentation needed to secure contracts. Two of the sealed yearly, supply and materials bids were approved, including the bid for election ballots and contract hauling of rocks and sand.
