Ministerial Direction 107 was a new government directive introduced by Australia on December 14 2023 that prioritised processing student and student guardian visa caseloads based on the assumed risk level of education providers and the student’s country of citizenship. All visas continued to be processed but “low risk” applications were fast-tracked, which led to an outcry among many in the sector about first-class, second-class and even third-class assumptions.

In the latest Senate Education Employment Legislation Committee report, the committee has recommended that the controversial student cap on international student enrolments be instated. However the original proviso that course-level quotas should be applied was not endorsed – for all Table A and Table B institutions and TAFEs.The committee recommended “that the bill be amended to remove the ability for the Minister to set course-level limits for Table A and B universities andTAFE providers”.

The visa fee for international student visas applying to study in Australia is to increase from AUS$710 to AUS$1,600 from 1 July. The price hike, which had been mooted but not officially announced until now, is another hammer blow to a sector in crisis. Sector commentators predicted the obvious: that this would deter some students from applying and they would consider other destinations instead.
