The consumer group said the industry's complaints system was "not fit for purpose" and that many owners found the odds were stacked against them even when they had a legitimate grievance. A survey of pet owners found that excessive charges were the most common cause of complaint, followed by a lack of transparency on price. Poor quality of care and bad customer service were the next most reported problems.
