UNAIDS is about to get a lot smaller. As a result of the global health funding crisis, the agency is set to let go of more than half of its full-time staff, shrinking from 608 to about 280 positions, according to a communiqué seen by Devex. The organization has promised that no staff member living with HIV will lose their job. The cuts don’t stop there. UNAIDSwill also close offices in 39 countries, reducing its presence to 36 — although some of those offices will serve multiple nations.

Presented by Boehringer IngelheimA massive budget shortfall has forced the World Health Organization to dramatically reduce its scope, with the agency cutting more than half of its departments and dropping five of 12 senior managers. Director-General Tedros Adhanom Ghebreyesus made the announcement that WHO departments would shrink from 76 to 34 during a briefing with member states this week.

It is now four days past the deadline for the Trump administration to finish its review of foreign aid. For organizations across Africa that provide HIV services, their future depends on the outcome. They are still waiting. The review, announced immediately after Trump took office in late January, upended the global HIV response. It put an abrupt pause on all HIV programs supported by the U.S. government. Some were subsequently cancelled.

When you talk to the people running the organizations that sustain Uganda’s HIV response, April 19 has taken on a near-talismanic quality. This, they were promised, is the date by which the United States government will finish its review of foreign aid. The Trump administration announced that audit on January 24, coupled with an order that any program Washington was supporting immediately stop work until the review was complete. It is difficult to convey how chaos-inducing this was.
