The Canada Border Services Agency (CBSA) introduced final anti-dumping duty of 15.9% against rebar from Bulgaria (Promet Steel) in mid-December 2024. This decision has indirect impact on export of steel from Ukraine, as rebar in Bulgaria is produced from Ukrainian square billet, stated in the report of GMK Center “Trade restrictions as the key challenge for steel industry in 2025”.

Tata Steel Ijmuiden project to be largest recipient of government aid Over the last six months, the amount of state grants for steel industry decarbonization projects in Europe has increased by €4 billion, reaching a total of €14.6 billion. A total of 15 subsidy decisions have been announced in European countries, with an average amount of assistance per project of around €1 billion. As steelmakers’ plans become more detailed, governments are moving from discussions to decisions.

Weak market forces European steelmakers to cut costs, jobs, delay wage payments Steel prices on the European market have been at rock bottom for the third month. The influx of imports in October has overstocked warehouses, and buyers are in no hurry to resume purchases. Incentives in China have increased prices globally, but not in Europe. The margins of steel producers are critical. We are seeing a sharp deterioration in the financial condition of steel companies.

The plate market accounts for 8% of total steel consumption in Poland. Domestic plate production in Poland is stagnating, having fallen by 52% in 2013-2023. There are three local producers with a total capacity of 1.26 million tons.
