Since late May, North Korea has launched thousands of balloons into South Korea filled with trash, marking the return of a long-used tactic of psychological warfare between the two Koreas. Rather than a sign of impending conflict, as some posit, the campaign is a manifestation of Kim Jong-un’s new decoupling policy and a preemption of the new South Korean unification policy focused on the values of freedom and human rights.

On April 10, South Korea held its 22nd general election. The main opposition Democratic Party (DP) emerged victorious, winning a majority of the 300 seats in the National Assembly, with 174 of seats to the ruling People Power Party’s (PPP) 109 seats. The overall voter turnout was 67 percent, which was the highest record in 32 years.

Though it appears things could not get any worse with Kim Jong-un, CSIS Korea Chair analysis indicates there will likely be an uptick in North Korean belligerence in 2024. North Korea exhibits a tendency to ramp up provocations during U.S. election years.
