The experiences of postgraduate researchers (PGRs) have not received the same level of attention as undergraduate students in relation to tackling harassment and sexual misconduct. PGRs have very different conditions of study than undergraduate or taught postgraduate students, and they may be at a different stage in life with significant professional experience.

It may come as a surprise to some that until the end of last month, UK employers had no legal duty to take reasonable steps to prevent sexual harassment in the workplace. It is, therefore, welcome that such a duty is now stipulated in the 2023 Worker Protection Act. A major limitation is that the duty applies only to university staff and not to students, but the Office for Students’ new regulatory requirements in this area, which come into force in August 2025, will apply to students in England.

After the multiple delays it has faced, it is a pleasant surprise that the Office for Students’ new regulatory requirement for addressing harassment and sexual misconduct in English higher education is as strong as it is on the central issue of staff-student intimate relationships. Options on the table ranged from requiring universities to keep a “register” of such relationships to prohibiting them outright.

In 2023, there were 457,673 sponsored study visas granted to main applicants – 5 per cent fewer than in 2022, but 70 per cent higher than 2019. That’s the big headline stat (in its own box out) at the top of this quarter’s Home Office immigration figures, and if anything it underlines the major lobbying problem that the sector faces over international students.
