Over two years later, Ukraine is still struggling to defend itself against an enemy that even in the face of significant loss of soldiers and of material has been able to sustain and perhaps to increase its operational effectiveness. But the nature of warfare has evolved, and that superiority is gone. The shocking brutality of Russia’s invasion of Ukraine has galvanized allied governments to address long-standing shortcomings in NATO’s defense preparations.
