California energy regulators are poised to increase the planning reserve margin in the state's resource-adequacy program as well as adopt requirements for local and flexible capacity, according to a proposed decision the California Public Utilities Commission issued May 22. If the CPUC approves the decision, the PRM will increase to 18 percent, up from the current level of 16 percent.

State energy regulators denied Pacific Gas & Electric’s proposed renewable-gas pilot project application and ordered it to return $17 million to ratepayers. PG&E filed an application to the California Public Utilities Commission proposing a pilot project that would convert woody biomass into renewable natural gas, but the utility failed to demonstrate that the project would reduce greenhouse gas emissions, CPUC member John Reynolds said at the commission’s May 15 meeting.

California energy regulators approved Burbank Water and Power's integrated resource plan, but achieving its renewable-energy and zero-carbon goals will be difficult due to uncertainties about power availability and new infrastructure, the utility's general manager said. "Burbank is facing some challenges ahead," Bryan Neff, electric generation system program specialist for the California Energy Commission, agreed.
