Health coverage plays a major role in enabling people to access health care and protecting families from high medical costs. There have been longstanding racial and ethnic disparities in health coverage that contribute to disparities in health. This brief examines trends in health coverage by race and ethnicity from 2010 through 2023 and discusses the implications for health disparities.

During the Medicare open enrollment period from October 15 to December 7 each year, people with Medicare can enroll in a plan that provides Part D prescription drug coverage, either a stand-alone prescription drug plan (PDP) for people in traditional Medicare, or a Medicare Advantage plan that covers all Medicare benefits, including prescription drugs (MA-PD).

Most employers that offer health insurance include the option for enrollees to cover a spouse or other qualified dependents. Dependent coverage plays a key role in providing health insurance for individuals who either do not have access to their own employer-sponsored plan or find the plan they are offered unaffordable. This data note examines how dependent coverage changes with age, using data from the Current Population Survey (CPS) Annual Social and Economic Supplements for 2024.

The Medicare Part D program provides an outpatient prescription drug benefit to more than 50 million older adults and people with long-term disabilities in Medicare who enroll in private plans, including stand-alone prescription drug plans (PDPs) to supplement traditional Medicare and Medicare Advantage prescription drug plans (MA-PDs) that include drug coverage and other Medicare-covered benefits.

Employer- and union-sponsored retiree health benefits have served as an important source of supplemental coverage for people on Medicare. Retiree health plans have helped fill the gaps in Medicare’s benefit design by filling in some or all of Medicare’s deductibles and cost-sharing requirements and offering benefits that are not covered by traditional Medicare, such as dental and vision and a cap on out-of-pocket spending.
