VANCOUVER — When Randy Ambrosie took the podium Tuesday morning for his final state-of-the-league address as commissioner of the Canadian Football League, he used part of it as a victory lap. Ambrosie boasted the league is in “dramatically better shape than in 2017,” the year he took the top job. He also pointed out that on his watch, the league has landed stable ownership in two of the CFL’s biggest markets —Montreal and British Columbia, where the Grey Cup is being hosted this year.
