Head Start programs in New York are still struggling with funding, even after a judge blocked a Trump administration freeze on federal grants. The grants are the primary funding source for Head Start and its efforts to serve more than a half-million low-income children. The executive director of the Warren County Head Start program says it's still waiting on half its federal grant funding for the fiscal year. She says the money was supposed to arrive sometime between January and March.
