One evening in the spring of 2015, I filmed a 15-second video out the window of an Amtrak train as it rattled across the barren flatlands of southern New Jersey. When we talk about the use of artificial intelligence in war, we tend to assume that AI produces outputs that are either  right or wrong. The archetypal example is an AI-enabled decision support system (AI-DSS)  that labels a child playing with a stick as an adult carrying a gun. But, in reality, AI systems do not fail. As long as they haven’t been hacked or experience a strictly technical malfunction, computers produce outputs in accordance with their algorithms and their coding.
