The war in Ukraine has served as a wake-up call for the U.S. defense industrial base (DIB). Russia’s invasion has illuminated longstanding supply chain vulnerabilities and a lack of surge capacity plagues the U.S. DIB. Expanding U.S. production capacity is critical amidst a return to great power competition, especially when the manufacturing powerhouse of the world may seek to resolve territorial disputes and the status of Taiwan through force.

Japan has a long history of restrictions on defense spending and arms exports. These factors, coupled with its “exclusive self-defense” (senshu bouei) policies, have impeded the development of a competitive and strong defense industrial base. Japan’s 2022 National Defense Strategy placed a high priority on strengthening the defense industry, and since then it has taken steps to loosen the restrictions on defense equipment exports to expand opportunities for cooperation.

Congress is facing the most significant and transformational opportunity to strengthen the U.S. defense industrial base (DIB) since the end of World War II. The heritage equipment that the United States has provided to Ukraine for its self-defense in the face of the brazen and illegal invasion by Russian forces in 2022 needs to be replenished to ensure the United States is postured to continue to deter its adversaries. The new hardware will be produced at factories across the nation.
