In Iowa, it is no longer a requirement for publicly-funded schools to educate all students. Teaching licenses are also now totally optional. None of the former regulations for receiving taxpayer’s money now apply to any school in the state.

There are many, many rules (like the IDEA act for example) public schools must follow to receive funding. If any school can receive funding regardless of whether they follow the rules, why should any school follow these rules?
