In 2023, the US experienced something it hasn’t since before the COVID-19 pandemic: a growing economy paired with shrinking greenhouse gas (GHG) emissions. After two years of emissions growth, while the country rebounded from the pandemic and its associated economic disruptions, we estimate that emissions were down 1.9% year-on-year in 2023, while the economy expanded by 2.4% over the course of the year. US emissions remained below pre-pandemic levels and dropped to 17.2% below 2005 levels.

As 2023 was coming to a close, the Internal Revenue Service (IRS) released greatly anticipated proposed guidance on the clean hydrogen production tax credit on December 22. This is the first major step in implementing this new tax credit, also called 45V after its position in the tax code, which is part of a suite of clean energy incentives in the Inflation Reduction Act (IRA).

The Treasury is understood to be considering extending a low deposit mortgage scheme for a year. Image source, Getty ImagesThe government is considering extending its mortgage guarantee scheme as part of measures to help first-time buyers in the upcoming Autumn Statement. It is understood the Treasury is looking at making the scheme, which helps people take out a mortgage with a 5% deposit, available for another year.
