The energy secretary was very clear about the urgency of the problem. “The British nuclear power programme has been in decline over the last decade,” he told the House of Commons. “If we are to reverse this trend and ensure that the industry is on a sound footing we must act now.”This would be a very fair summary of Britain’s nuclear industry today. But these comments were made nearly half a century ago, by David Howell in December 1979.
