The adoption of the Implementing Regulation coincides with the deadline for EU Member States to transpose the NIS2 Directive into national law, one day before NIS2 rules are set to take effect.

NIS2 sets cyber rules for organizations whose services are considered essential or important for maintaining critical societal and economic activities, such as ensuring the flow of energy or financial transactions. As a Directive, NIS2 must be transposed into the national laws of the EU Member States before it can take direct effect.

On 20 December 2023, the UK Supreme Court unanimously held that UK patent legislation does not permit an AI system to be named as the "inventor" in a patent application. In doing so, the UK Supreme Court reaffirmed earlier findings from the UK courts and UK Intellectual Property Office ("UKIPO") that a patent's inventor must be a natural person.

The EU Data Act came into force on January 11, 2024. The Data
Act is part of the European Commission's data strategy released in February 2020 and
obliges manufacturers of connected products to make use-related
data available in certain circumstances. It also requires providers
of data processing services (such as cloud services) to facilitate
customers switching to a different provider, for instance, by
providing minimal transitional services.
