    WASHINGTON — Federal threats to foreign aid programs and public news stations grew this week after the House passed legislation to rescind $9.4 billion in funding Congress had already approved. By a 214-212 vote, the House approved the package, with New Jersey lawmakers splitting along party lines — Republicans for, Democrats against. If the Senate, where Republicans have a 53-47 majority, passes the legislation, it would be clear for President Trump to sign it into law.
