    Summit is now the latest New Jersey local government to consider a ban on camping or sleeping in public places. Last week, Councilmember Jamel R. Boyer, a Republican, introduced an ordinance at Summit’s council meeting to prohibit people from camping, sleeping or storing belongings on the city’s streets or sidewalks.
