agreed to co-operate to unleash housing supply, most importantly by
diluting the planning power of councils. Much attention went to the
target set at that meeting of 1.2 million new homes over five
years, which was ambitious on any assessment and which many doubt

This month, NSW renters are being given a reprieve as the NSW
Government intends to introduce several legislative amendments
designed to build a fairer rental market.
The proposed bill, which has been in consultation with private
stakeholders, includes requiring landlords to provide free ways for
tenants to pay their rent.

construction division has found it is still influenced by bikies
and attempts to remove criminal elements were
"inadequate", following its entry into administration. The investigation by Geoffrey Watson SC found the union was

Vulnerable people living in Sydney boarding houses face
eviction to make way for luxury apartments
More than 30 vulnerable residents of a boarding house in
inner Sydney are facing possible homelessness after a developer
purchased the property. Thousands of people living in similar
boarding houses in Sydney are at risk, afforded "flimsy"
protection from rental increases or eviction.

In a previous edition we highlighted the proposed changes to building legislation in
NSW, which included restrictions on rights under the Building
and Construction Industry Security of Payment Act 1999 (SOP
Act) where there are non-compliances with ss 4 and 92 of
the Home Building Act 1989 (HBA).
The Better Regulation Legislation Amendment
(Miscellaneous) Bill 2024 (BRLA Bill) has
since been passed by both Houses without amendment, on 14 August
2024.

The reforms, which amend the State Environmental Planning Policy (Exempt and
Complying Development Codes) 2008 (SEPP), will
temporarily switch off the restrictions for development
applications for dual occupancies and semi-detached dwellings,
allowing them to run as complying developments in all R2
low-density residential zones.
The change opens 124 new local government areas across NSW to
new development opportunities.
