Keen to stay ahead of another angry June like happened last year when anti-tax protesters invaded Parliament, the Cabinet has promised lower taxes in the next fiscal year, even as the Finance Bill 2025 remains akin to a State secret in the hands of few trusted bureaucrats. Neither President William Ruto’s Cabinet, the National Assembly nor National Treasury has availed the document for public scrutiny.

By the time the sun goes down today, Kenya will have ceded Sh5.1 billion to debts. That will also happen tomorrow, the next day and the day after that. In the current financial year, Kenya will spend 1.866 trillion on servicing loans. That means Sh5.1 billion for each day of the year. In the same fiscal year, the Ministry of Health has spent Sh127 billion. That means the amount going to debt repayments each day, could fund the Health ministry for two weeks.

The government is yet to pay billions that the now defunct National Hospital Insurance Fund (NHIF) owed to hospitals, nearly two months after promises by President William Ruto, and later by Health Cabinet Secretary Aden Duale. The Kenya Association of Private Hospitals (KAPH) and Rural & Urban Private Hospitals Association (RUPHA) now say that they are still in the dark, as there has been no communication from the government on their debts.
