DC Comics has a lengthy list of villains who kill civilians and superheroes just because they can. However, a few villains will not kill anyone for their own reasons. Just because they don't kill doesn't mean these villains are any less, even if they have a moral compass and don't see a need to take life to prove their point. Villains like Catwoman have never had a reason to kill, so they don't.
