The project for “government efficiency” is, and should be, focused on many domains. Here is one that is easy to neglect: sludge, consisting of administrative burdens, or the many frictions that are taking a toll on the economy, on innovation, on public health, and on individual lives. Sludge could easily be a villain in a Stephen King novel, or in an Avengers movie.

There is a major focus these days on the topic of government efficiency, spurred by the creation of what is being called a “Department of Government Efficiency.” I have had the good fortune of being involved in simplification of government, and reduction of paperwork and regulatory burdens, in various capacities, and here are six quick and general notations. The Administrative Procedure Act is central to the relevant project. It needs to be mastered. It offers opportunities and obstacles.

Is an election train wreck coming? Under the Constitution, Vice President Kamala Harris is president of the U.S. Senate. Also under the Constitution, the Senate president presides over the proceedings that determine the next U.S. president. That’s awkward. Recall that in 2020 Vice President Mike Pence refused President Donald Trump’s request to intervene in the counting of electoral votes. In Mr. Pence’s view, the Senate president lacks the authority to do that.
