The crisis now raging over Kashmir is not the first time the rivalry between India and Pakistan has threatened to turn nuclear. Both countries became declared nuclear states in 1998, driven by decades-long competition and nationalistic zeal. In 1999 they fought a limited war in Kargil, one of only two conventional wars conducted by nuclear-armed states.
