    The Stafford Board of Supervisors last month advertised a potential 5-cent increase in its real estate tax rate, then held a last-minute work session on Tuesday to try to avoid it. In the end, which came in the early morning hours of Wednesday, Stafford officials approved a 3-cent increase.
