As the transactions demand for physical cash wanes, many central banks are considering issuing central bank digital currencies, or CBDCs (Kosse and Mattei 2022). An important property of physical cash is the ability to enable economic exchange in conditions without electrical power or network access. Policymakers are seeking to build similar offline payment functionality into digital cash substitutes (Group of Seven Central Banks 2020).

As a long-time Zoning Adjustments Board Commissioner for the city of Berkeley and a local architect who has designed hundreds of units for the city, I believe the recent passage of the demolition ordinance in its current form will negatively impact housing. First, the intent of the law: Drafted by the Rent Stabilization Board with assistance from Mayor Jesse Arreguin, the law will make demolition of existing units so expensive that, moving forward, all existing rent-controlled units will remain.
