North Korea has sent a military delegation to Russia, state media reported, a move which South Korea said would be a violation of sanctions if any cooperation with Moscow leads to an increase in Pyongyang’s military power. The delegation’s departure on Monday was revealed in a single sentence report published Tuesday on the website of the state-run Korea Central News Agency.

After a four-year hiatus due to the coronavirus pandemic, passenger rail service between Russia and North Korea has been restored, with 41 Russian tourists taking the train to North Korea last week, according to Moscow’s customs service. The news comes amid a report Monday from the Russian daily Vedomosti that President Vladimir Putin will visit North Korea sometime in the next few weeks.

Russia has imported more than 1.5 million artillery shells from North Korea to cover its insufficient arms production as the war with Ukraine rages on, but about half of the shells are duds, a Ukrainian military official said. South Korean military analysts also told Radio Free Asia that the shells that do fire cannot be aimed precisely, and sometimes even cause casualties among the Russian ranks.
