Saturday, Aug. 24, in Hayfork Park, it took four men over an hour to dig the foundation for a monument to “The Secret War” in Laos during which Hmong families established the right to relocate to the United States by fighting alongside soldiers from the United States in a 1961-1975 military operation attempting to stop the spread of communism. The statue will be revealed Nov. 15, on the 27th anniversary of the publication of a book titled “The CIA’s Secret War in Laos,” by James E.
