    I moved from Michigan to Indianapolis 35 years ago. Every winter I am appalled at the lack of attention to snow removal here and the risk it poses to the safety of Indy’s residents. Back home in Michigan residents were bound by enforced ordinances to keep sidewalks and sewer drains clear. They were treated as a civic duty. On my street, children walk to the two neighborhood schools. Many are accompanied by their parents and younger siblings in strollers.
