    The Wisconsin Taxpayers Alliance released an interesting and little-noticed report this weekshowing that Wisconsin spends more than twice what Minnesota doeseach year on prisons. The short explanation for that, the reportsays, is that Wisconsin has 23,000 people in prison compared tojust 9,000 in Minnesota (2008 figures). That's in spite of the factthat Minnesota's overall population is about the same as ours:5.3 million compared to our 5.7 million. But why do we have so manymore prison inmates?
