Effective, useful and free public transportation instead of cars is the solution.

This is so maddening and heartbreaking- I’m not sure from a policy standpoint what the fix is. DWI 5 was in 2015, do we want to provide a path back into society and driving again or do we want to say after #5 you never get a license again? I truly don’t know the best path here.
