RIO COMMUNITIES — They never thought it would be easy to form their own municipality 12 years ago, but they did. Now, the Rio Communities governing body is taking steps to establish its own water and wastewater system. The decision comes after New Mexico Water Service Company, the private company that provides sewer and water service to Rio Communities and other areas in Valencia County, petitioned the state to increase new sewer connection fees by tens of thousands of dollars.
