    Environmental regulations will push the majority of coal-fired power in the Electric Reliability Council of Texas (ERCOT) to retrofit or retire in the coming years, according to a new study. While all four Texas coal-fired plants in the Southwest Power Pool are set to close by 2028, just two of the 10 coal-fired plants in ERCOT have plans to retire by 2030 according to the research paper from Rice University's Baker Institute for Public Policy.

    North Carolina lawmakers have clinched a long-awaited budget agreement that includes language preventing state regulators from requiring power plants to join carbon trading programs, including the Regional Greenhouse Gas Initiative (RGGI). The budget provision effectively targets the state Department of Environmental Quality, which had been looking at joining the RGGI power plant CO2 cap-and-trade program through rulemaking.
