What Is Happening to State Trial Court Civil Filings? The Unsolved Riddle reviews the experience of five states over the last 16-41 years. The findings are confounding and perplexing. Civil filings are not inexorably rising.

In September 1993 I started my first job out of college, an unpaid internship at the National Institute for Dispute Resolution (NIDR) in Washington, DC. I had visited the NIDR office a couple times over the prior year to do research for my undergrad thesis, which focused on student centered campus mediation programs – but other than that I was a total neophyte to the ADR field. All I knew was I wanted to start my career in dispute resolution, and NIDR seemed like the place to do it.
