    Two reports were released last week about the ongoing failure to meet targets for reducing emissions. The first came from Ireland’s Environmental Protection Agency (EPA) and documented the shortfall against the Government’s ambitious targets. The EPA report has to be classified as old news – it has been evident for years that the Irish targets would not be met and experts were expressing doubts about their realism when they were first enshrined in the policy framework.

    It is clear from ministerial hints and media briefings that the 2026 budget, due in October, is undergoing a re-think. Important pre-budget documents including a revised National Planning Framework are due for release over the next few weeks and the Department of Finance will publish its projections of revenue, spending and borrowing for later years, an EU requirement. The economic outlook is less rosy than it appeared when the general election was held six months ago.

    New York city, after much controversy including court actions and postponements, has implemented a system of congestion charging since January this year and early indications are that the $9 per day charge (about €8) for using the city streets is delivering on its stated objectives. Traffic congestion has eased, traffic speeds have improved, rental charges for off-street parking spaces are coming down and public transport usage has picked up.

    Is it time to say goodbye to the recent run of budget surpluses which have sustained public spending? Ministers Paschal Donohoe and Jack Chambers, responsible for Finance and Public Expenditure respectively, appear to think so, according to weekend press briefings. They are seeking to persuade cabinet colleagues to restrain themselves in seeking extra spending allocations in the budget divvy-out. The budget for 2026 will be introduced in October and the lobbying is already under way.

    Tax giveaways have been a feature of recent Irish budgets and competing promises dominated the general election last November. Some have survived into the Programme for Government, supported by the belief that the recent run of budget surpluses will be ongoing.
