    When two nuclear powers find themselves involved in a direct military conflict, the overriding priority for world leaders is to concentrate their efforts on defusing tensions between the protagonists rather than to apportion blame for causing the crisis in the first place. India and Pakistan, which have become involved in an increasingly violent confrontation over the disputed territory of Kashmir, are estimated to have around 170 nuclear weapons each.
