Add the potatoes, onion, garlic, salt and pepper to a 6 qt. or larger Instant Pot. Cover with the 6 cups of chicken broth, stir. Put on the lid and set to seal. Cook on high pressure for 9 minutes. After the 9 minutes, do a quick release on the pot. In a small bowl, whisk the 3 tablespoons of flour into the cold half and half until smooth. Be sure to whisk thoroughly to remove all lumps.

Add oil to a large dutch oven over medium-high heat. Add the chopped onions, carrots, and celery. Cook until onion is translucent and veggies are beginning to get tender. This takes me about 10 minutes. Add the ground beef and sausage to the same pot. Break up the meat with a wooden spoon, and cook until the meat is no longer pink. Be sure to drain excess fat. Add cumin, garlic powder, chili powder, oregano, salt, and pepper. Combine and cook for an additional 2 minutes.

Spray a 9×9 pan with cooking spray. Next, line with parchment paper, leaving overhang on both sides so you can easily lift the fudge out when it’s done. Add sweetened condensed milk to a large pot and heat over medium heat, stirring continually. When hot, stir in the white chocolate chips, sugar cookie mix, and butter, and kosher salt. Stir the mixture until it is fully melted and smooth. Remove from heat. Fold in the vanilla and 2 tablespoons of the sprinkles.

Drain any excess grease. Add the garlic to the skillet and cook for about two minutes or until fragrant. Sprinkle the meat and vegetable mixture with the flour, making sure the meat is evenly coated. Stir and cook 1-2 minutes to remove the raw taste from the flour.

Remove from heat and add the vanilla extract and walnuts. Pour the cheese mixture into the sugar and cocoa mixture and stir until completely mixed.
