OpinionSeveral EU governments offer non-EU nationals residency by investment, but scandals in the sector and the cost of living crisis are pushing countries to reconsider such exchanges. Some countries have scrapped these schemes altogether, others raised the bar or no longer accept investment in real estate alone. Amid these changes, Malta continues inviting non-EU nationals to exchange a rather modest investment in real estate for a right to travel and live in the EU.

Malta is the sole remaining EU member state to offer citizenship by investment after Bulgaria and Cyprus scrapped their programs under pressure from the European Commission. The Commission brought a legal challenge against Malta in 2022. A ruling in Malta’s favor could encourage other member states to revive or launch their own citizenship-by-investment programs, said Eka Rostomashvili of the advocacy group Transparency International.
