    In his address to Congress on March 4, President Trump celebrated investments that businesses from Japan, South Korea and other countries are making in the U.S. and stressed that tariffs would encourage more foreign manufacturers to come here. In a Feb. 21 “America First Investment Policy” memo, Trump directed agencies to reduce barriers to investment from nations that are not identified as foreign adversaries.
