Momentum is growing to change federal policies on cannabis. Public opinion has shifted substantially since the 1970’s War on Drugs and as the states have steadily eased legal access to cannabis. As of this year, 38 states and the District of Columbia (DC) have adopted comprehensive medical marijuana programs and 24 states and DC have adopted adult-use recreational programs (see map below).
