In a significant milestone in the reform of the UK's capital markets, the Financial Conduct Authority (FCA) has published for consultation detailed proposals, including draft rules, for a new UK regime for public offers and admissions to trading. This consultation paper (CP24/12), which coincided with the coming into force of the new UK listing regime, is the latest step towards enhancing the competitiveness of the UK's capital markets and removing barriers to participation.

As anticipated, the FCA has published the second tranche of its proposed new sourcebook for the UK listing regime. In December 2023, the FCA published its Consultation Paper Detailed proposals for listing rules reforms (CP 23/31) (the December Consultation).

The FCA has advanced its reform of the UK listing regime for equity shares with the publication of a further consultation paper setting out its detailed proposals for reform, including the likely timetable and first tranche of the proposed new UK Listing Rules sourcebook.
