The Cold Weather Rule, designed to help Kansans who are behind on their utility payments avoid disconnection during the winter months, begins November 1 and will remain in effect through March 31. While the Cold Weather Rule is in effect, utility companies cannot disconnect a customer's service when the local temperatures are forecast to drop below 35 degrees within the following 48-hour period.

The Kansas Department of Transportation has announced approved bids for state highway construction and maintenance projects. The letting took place October 16 in Topeka. In Osborne County, included was milling and overlay of US Highway 281 from the south city limits of Portis (State Street) north to the Smith/Osborne County line awarded to Bettis Asphalt and Construction Inc. of Topeka for $241,109.22.

The Kansas Department of Health and Environment has announced the second round of funding for the Drug Endangered Children in Kansas (DECK) program. The first round of funding, awarded in October 2023, included 18 communities. With the additional funding, there will be a total of 29 DECK grantees across the state receiving a total of $3 million. The funding is part of a grant KDHE received from the US Department of Justice.

Included in Lincoln County was bridge replacement on Kansas Highway 18 of bridge number 27 over Saline River drainage located approximately one mile east of Kansas Highway 252 awarded to Klaver Construction Company Inc. of Wichita for $1,105,443.78.
